The African Development Bank Group ( www.AfDB.org ) has appointed Mr. Emmanuel Pinto Moreira as Director of Special Operations in the Office of the President, effective July 1, 2024.

Mr. Pinto Moreira, a Beninese economist, has over thirty years of experience in the fields of macro-budgeting, growth, poverty reduction, economic governance, trade and competitiveness. He has worked in low- and middle-income countries in the Middle East and North Africa, East Asia, Latin America, the Caribbean and sub-Saharan Africa.

In his new role, Mr. Pinto Moreira will focus on the Bank’s Ten-Year Strategy initiative to Reclaim Africa’s Green Wealth, in close coordination with the Economic Governance and Knowledge Management Vice Presidency and other stakeholders.

Mr. Pinto Moreira previously held several senior positions at the Bank, including Advisor, Chief Specialist in the Economic Governance and Knowledge Management Vice Presidency, and Director of the Country Economics Department.

Prior to joining the African Development Bank, Mr. Moreira worked at the World Bank and the International Monetary Fund for some 20 years. At the World Bank, he was the Specialist Economist for the Middle East and North Africa (MENA) region, leading policy dialogue with Maghreb countries to develop policy papers and provide policy advice on critical economic issues facing these countries. He also led the preparation of Macro Poverty Outlooks for 18 countries and managed the MENA Knowledge Program. He also served as Acting Country Director for the Democratic Republic of Congo and the Republic of Congo at the World Bank.

At the IMF, Mr. Pinto Moreira was a Senior Economist and Senior Advisor to the Executive Director for the 24 Francophone African countries. Early in his career, he taught macroeconomics, statistics, econometrics, and microeconomics at the University of Lorraine (France), where he earned a PhD and a Master’s degree in macroeconomics.
